Woodside Homes is now the third confirmed builder in the Placer County corridor. The Pre-Permitted Solar Trap is a new trap category: the solar system is permitted before the buyer signs, meaning the buyer has no meaningful choice. The truss manufacturer's plan (260113-A, dated 9/4/2024) legally supersedes the architect's drawings — and the buyer never sees it. The BCSI-B3 permanent bracing requirement exists; the compliance certificate does not reach the buyer. NEM 3.0 compounds the damage: export credits worth $0.31/kWh under NEM 2.0 are now worth $0.08/kWh — a 74% reduction that destroys the solar ROI calculation the builder used to sell the system.
